Ms. Ruth Abisola Olusanya

Abisola Olusanya is a seasoned technocrat, serving as the Commissioner for Agriculture and Food Systems in Lagos State, Nigeria, under the leadership of the Executive Governor, His Excellency, Babajide Sanwo-Olu.

Background and Education

Born and bred in Lagos, Abisola had her primary education at St. Margaret Nursery & Primary School, Ikorodu, from where she moved on to the prestigious Queens College, Yaba for her secondary education. In 2001, Abisola gained admission into the University of Lagos to study architecture. Five years after the successful completion of her bachelor’s degree, she decided to further her education with an MBA in General Management at the Lagos Business School.

The Beginning of a Lifelong Fulfilling Career

In 2011, Abisola joined Olam International – one of the world’s largest Food and Agriculture Supply chain companies under its West African Management training program. Easily recognized for her stellar performance, participative execution and management style, and proficiency in establishing and managing operations, Abisola’s tenacity and grit earned her a senior management role within the span of two years. In her role as regional sales manager, she led sales, marketing, and supply chain operations for one of the largest business segments in Olam (Ghana), and led the team to delivery of the highest sales volumes, profit, and distribution expansion and product visibility. At Olam International, she worked with global stakeholders in the Food and Agriculture Supply chain businesses in Mozambique, Cameroun, Vietnam, Thailand, India, UAE, and Singapore.

The Food Expert Driving a Sustainable Agricultural Ecosystem

First appointed as Special Adviser to the Lagos State Governor on Agriculture in August 2019 due to her knowledge of the agricultural ecosystem and strategies on food security, the Executive Governor of Lagos state took his appointment further because of proven and evident efforts, announcing Abisola as the Acting Commissioner for Agriculture in June 2020.
Upon her appointment as Substantive Commissioner of Agriculture in November 2020 – becoming the first female to take up the role in the Ministry in its 54 years of existence.
Abisola currently spearheads the Lagos State five-year agriculture and food systems roadmap, part of which identifies investment opportunities for private sector participants, particularly in the value chains where the State has comparative advantages. The partnership she proposes with the private sector has been projected to bring about increased food availability, job stimulation, wealth creation, standardized operations, as well as enhancement agriculture’s contribution to the State’s GDP.

Dr. Rotimi Fashola

Born on the 5th of February 1961 to the family of Alhaji (Engr.) Biliaminu Kayode Fashola of Isalegangan and Mrs Olayemi Olamide Bamisile of Alawode lane, Isale Eko, Lagos Island Local Government area of Lagos State. Dr. Oluwarotimi Omotola Fashola is a Farming Systems Agronomist / Developmental Expert in Rice value chain with over 35 years’ experience.
Rotimi had his primary school education in Ibadan and his secondary school in Aiyetoro, both in the then Western State now Oyo and Ogun State respectively. While in Comprehensive High School, Aiyetoro popularly called Compro, he was active in many sporting activities and went on to represent the state in Volley-ball during the Western State Sport festival.
He later proceeds to the University of Ife, School of Agriculture in Akure for his National Diploma (ND) in General Agriculture, after this he went to Lagos State College of Science and Technology, Ikorodu for his Higher National Diploma (HND). He was a member of the Cadet Corp at the college amongst other things. During his NYSC 1985/86 he was at different times the platoon and parade commander.
Rotimi Fashola started his working career with the International Institute of Tropical Agriculture (IITA) a member of the prestigious CGIAR system. He later joined the West African Rice Development Association (WARDA) now referred to as Africa Rice. Both are International Research Centres. Not done with his academic pursuit Rotimi Fashola got a Japanese scholarship to further his education at the Master’s level by attending the University of Shimane in Matsue, Shimane-Ken, Japan, where he obtained Master of Science in Agriculture (M. Agric.). He continued with another scholarship for his Doctoral degree at the University of Tottori, Tottori Japan. There he obtained his Doctor of Philosophy degree (Ph.D.) Specializing in Soil fertility in Rice Farming Systems. He studied and worked under Prof T Wakatsuki, a world renown expert on SAWAH System. At the completion of his Ph.D. program together with his professor he got a grant to introduce the SAWAH systems to Nigeria and Ghana Rice farming systems.
Dr. Oluwarotimi Fashola returned to Nigeria in 2001 and had his post-doctoral fellowship with the International Institute of Tropical Agriculture (IITA) with a special funding from Japan. At the end of his two-year post-doctoral fellowship, he became a scientist in IITA under the HIROSE Project, a Japanese funded developmental program for Rice farming systems in Nigeria and Ghana. While in IITA and WARDA he travelled extensively in Nigeria, Africa and across World for his research activities and had many collaborations with National research institutes of various countries in Nigeria and abroad. Dr Rotimi Fashola has many publications in peer review journals, conferences and seminars. He equally had contributed to book publications. He gives expert opinions on Rice on electronic and print media. He is a member of many professional bodies. A Certified Management Consultant (CMC) and a Fellow Institute of Management Consultant (FIMC).
In 2007, Dr. Fashola was called upon to appraise the Agricultural system of Lagos State, his report was submitted to the government. In 2008, he was engaged as a consultant to the government for Agriculture. He worked closely with the Ministry of Agriculture and Food Systems and Cooperatives. He started the Rice for Job Programme, where youths were trained in the act of modern Rice farming, processing and packaging especially with OFADA Rice and other Rice varieties. It was also during the period that the first Imota Rice Mill was established in 2012. The foundation of the Rice value chain was laid during his time which led to the LAKE Rice and other programmes in Rice at the Ministry and the State at large. Many youths were brought to the Rice farming system and the interest on Rice was kindled during his time.
Dr Fashola also had worked in the private sector. He is a senior partner at OIT Fash Consults and had consulted for some states and many private companies and individual entrepreneurs. In December 2021, Dr. Oluwarotimi Fashola was appointed as the Special Adviser on Agriculture with special charge on Rice Mill Initiative by Lagos State Governor, Mr Babajide Olusola Sanwo-Olu.

Mr. Emmanuel Fatai Audu

Mr. Emmanuel Audu attended Bright Star Nursery Primary, Bajulaiye Lagos and Hope Children Nursery School, Old Ojo Road, Ajegunle for his primary education between 1975 and 1979 and thereafter attended Awori Ajeromi Grammer School, Ojo and Baptist Academy Obanikoro, Lagos where he obtained the Ordinary Level Certificate in 1986.
He was thereafter admitted into the Lagos State University, Ojo in 1986 for a Bachelor’s Degree Programme in Fisheries and completed the program in 1990. Thereafter he obtained a Master Degree in Public Administration (MPA) and a Master Degree in Fisheries (MSc. Fisheries) in 2002 and 2020 respectively.
Mr. Audu joined the Lagos State Public Service as Fisheries Officer II in December 1994 and rose through the ranks to the post of Director of Fisheries in 2021.
A very committed officer, Mr. Audu was awarded the Lagos State Productivity Merit Award in 2007 for Productivity, Hard work, Discipline, Dedication, and Selfless Service.
Mr. Audu is a member of the Fisheries Society of Nigeria and his hobbies are playing board games (chess and scrabble), football, and reading novels he can also be reached at emmanuelaudu@yahoo.com.

Mr. Gbolabo Olaniwun

Olaniwun Gbolabo Owolabi is an astute entrepreneur, accountant, farmer, and leadership expert with over a decade of professional experience. He holds a Bachelor’s Degree in Accounting from Redeemer’s University, where he featured on the Faculty Honour’s List for four straight years.
He is currently a student of the Institute of Chartered Accountants of Nigeria (ICAN) and a member of the Association of Accounting Technicians (AAT). With a sterling record as an accountant, Olaniwun Gbolabo is also agro-investor driving innovation in the growing industry.
He is the Founder and Managing Director of Seed & Seedlings Agricultural Enterprise, an agricultural outfit he started in 2011. He is also the founder of Treasure Fish, a fast-growing indigenous agricultural outfit with a mission to deliver healthy smoked fish to every Nigerian.
Olaniwun is an astute visionary, progressive thinker, mentor, and community leader committed to creating wealth and driving a positive impact in Africa. He has served in different leadership capacities over the last fifteen years and now sits on the Advisory Board of growing start-ups.
As an undergraduate at Redeemer’s University, he played a major role in various leadership capacity where he led the most vibrant and engaging student ecosystems in the institution’s history.
His quest for service and leadership results did not end at the university. As a member of the National Youth Corps in Imo State, he was the President, “War Against Poverty” Community Development Service(CDS) Group, Coordinator of Prison Outreach for Nigeria Christian Corpers’ Fellowship (NCCF), and later the President of Redeemer’s University Alumni Association.
Celebrated by many for his selflessness, hard work, and exceptional leadership qualities, Olaniwun Gbolabo is a distinct personality who leads with vision, rigor, integrity, and dedication to excellence.
He is notable for his sharp entrepreneurial mind, innovative instinct, and admirable interpersonal skills. He brings these qualities to bear in building one of Nigeria’s fastest-growing agro-businesses while creating meaningful jobs for Nigerian youths. These qualities have endeared him to the governor of Lagos State, Mr. Babajide Olusola Sanwo-Olu, who had appointed him his Senior Special Assistant on Agriculture (2019). Aside from leadership and building businesses, Olaniwun spends his spare time cooking, connecting with new people around the world, and preaching global peace.
He is happily married and lives with his wife and children in Lagos, Nigeria.

Dr. Rasheed Molade Macaulay

A seasoned administrator and veterinary/animal health expert with excellent organizational skills. Dr. Macaulay is a reliable, driven, passionate, enthusiastic, hardworking, result-oriented, and focused professional who readily faces new challenges with over twenty-nine years of post-graduate work experience and eight years as the Chief Veterinary Officer of the State.
Clinical Skills
Dr. Macaulay has over two decades of post-graduate clinical working experience as a professional clinician, overseeing clinic activities and clinicians attending to food animals, small and companion animals for prophylactic and curative treatment and leading surgeries with the sole aim of alleviating animal suffering and ensuring quality healthcare.
Public Health Skills
Professional per excellence in abattoir management, antemortem and postmortem inspection, relating daily with executive groups of butchers, farmers, and the public environment. He is also well versed in the area of Epidemiology, infection, prevention and control of animal diseases, disease reporting, surveillance, outbreak investigation on farmers, livestock and live bird markets, abattoirs, and animal clinics encompassing and supporting the Lagos State – One Health Initiative Drive

Mrs Aramide Lara Gansalo

Mrs Aramide Lara Gansallo of Lagos origin is a graduate of Biology(Cytogenetics) since 1989 and with 3 postgraduate degrees in Hydrobiology and Fisheries, Aquaculture Production and Management and Agribusiness Management respectively. She’s currently the Director, Agribusiness.

Mrs Osunkoya Daisi Muibat

Daisi Muibat Osunkoya is the Director of Fisheries in Lagos State Ministry of Agriculture and Food Systems. She is responsible for the supervision of all activities relating to Fisheries in Lagos State. She coordinates, set goals and performance targets for subordinates in the Fisheries Department. As the Director, she is a dynamic and motivated professional with proven record of generating and building relationships.
She has the ability to manage projects from conception to completion, develop appropriate interventions and strategies for overall development of focal groups in her field of operation. In addition, she is skilled in building cross functional teams, demonstrating exceptional communication skills and ready to make critical decisions at challenging periods. She is adaptable with transformational leadership skills, ability to work independently and create opportunities to further achieve organizational goals. In the field of Fisheries, Daisi Muibat Osunkoya has shown passionate interest in the development of Artisanal Fisheries and Aquaculture.
Her main objective is to increase fish production and create job opportunities in the Fisheries Value Chain in the State. She is also part of the team that is responsible for the implementation of Agricultural Value Chains Enterprise Activation Programme that has empowered 16,873 farmers and created over 10,000 indirect jobs between 2014 and 2021. She is a member of the Fisheries Society of Nigeria. She was awarded a Letter for Effective Job Performance, 2019 (Ministry of Agriculture and Food Systems) for contribution to towards the development of Fisheries in the State.

Mr. Augustine Ameyinkpo Hunpe

Hunpe has a BSc. Wildlife Management from the University of Ibadan. He also has a certificate from his Agricultural training and tour from Israel in 2018. A product of Ansar Ud Deen Secondary School, Surulere, Hunpe started his career at Devin Associates as an Operation Supervisor. He has worked on diverse projects such as bioremediation with the Nigeria Agip Oil Company (NAOC), Brass, Bayelsa (1997), Safety inspection with the International Bioremedion Services (IBS), Operation supervision with Brass Canal Nigeria Agip Oil Company (NAOC) from 1997 – 2000.
Hunpe joined the Lagos State Civil Service in 2000 and has to his achievements the following: –
– Improvement of revenue generation from a previous target of 63% to 95%
– Reorganized the wood industry in Lagos to meet the State’s industry standard and environmental requirements for a Greater Lagos and,
– Participation in the rescue of wild animals (Lions and Manatees) to protective shelter
He brings to the Ministry a passion for wildlife and a vision to improve the value chain of Agriculture in Lagos State.

Ms. Olajumoke Olufunmilayo Oyeniyi

Ms. Olajumoke Oyeniyi was born on the 27th of November 1973. She attended St. Claire’s Nursery and Primary School Oshogbo in 1977. She then proceeded to the prestigious Methodist High School, Ilesa, for her secondary school education.
She joined the Lagos State Civil Service in 2001 as an Agricultural Officer 1. Through the years, she has with deep commitment, dexterity and, dedication to tasks risen through the ranks as a Planning Officer in the Ministry.
Ms. Olajumoke Olufunmilayo Oyeniyi assumed the position of Head of Planning Research and Statistics Department in July 2020. Since her appointment, she has successfully coordinated and implemented planning activities relating to Agricultural data and utilization, budget preparation, monitoring of projects, and coordination of multi-stakeholders in the Agricultural Sector
She brings to the Ministry a passion for data and its capabilities in the improvement of the various value chains in Agriculture in Lagos State

Mr. John Oladapo Olakulehin

Mr. OLAKULEHIN, John Oladapo was born on Saturday, 16th January 1965 in Igboho, Oyo State. He attended Baptist Primary School, Oluwatedo, Oyo, Oyo State (1970-1977), and for his secondary education, he was at Community High School, Fiditi Oyo State (1977-1982). He attended the University of Ife (now Obafemi Awolowo University), Ile-Ife, Osun State where he obtained the Bachelor of Agriculture Degree in Agricultural Extension and Rural Sociology in 1988. Mr. Olakulehin has two Master’s Degree, one in Information & Communication Management from the National Open University of Nigeria and the other in Sociology from the University of Lagos in addition to a Diploma in Water Management & Crop Production from Galilee College, Nazareth, Israel.
He started his working career as Agric Officer/Village Extension Worker (VEW) with the World Bank assisted Lagos State Agricultural Development Project on October 2nd, 1990, and was absorbed into Civil Service (Ministry of Agric and Cooperatives) in 1995 when Agricultural Development Project became a schedule parastatal.
Having obtained training in agricultural best practices, Mr. Olakulehin rose through the ranks serving in various capacities such as a Village Extension Agent (Ibeju-Lekki), Block Agricultural Extension Supervisor (BES), Ikeja, Ojo and Alimoso Blocks, Head of Agricultural Extension Field Activities (HFA), Facilitator, Capacity Building/Training, Training, and Technical Assistance Officer – TTAO a World Bank assisted National FADAMA Development Project; and Director of Community Agriculture, Ministry of Local Government and Community Affairs before been appointed as the General Manager, Lagos State Coconut Development Authority (LASCODA) in July 2017.
He is a member of the Agricultural Extension Society of Nigeria (AESON) and a Senior Professional Member of the Institute of Information Management, Africa.
He has authored and co-authored several agricultural specialized reports at the National FADAMA Development Project (Lagos State Office), Lagos State Agric Development Authority, and Ministry of Agriculture and Food Systems

Mr. Jonathan Adewole OBAYEMI

Mr. Jonathan Adewole OBAYEMI is the State Project Coordinator (SPC) of the World Bank assisted Fadama Project in Lagos State; He holds a Bachelor degree (Second Class honors, upper-division) in Agricultural Economics from Obafemi Awolowo University, Ile-Ife in 1994. He was on the University’s honors list as the 1993 winner of Professor Herald Kenneth Parsons Prize for the best student in Land Economics course. He is also a Master degree holder in Business Administration (MBA) from the University of Ado-Ekiti, Nigeria in 2001. An alumnus of the Wageningen University and Research Centre for Development Innovation, The Netherlands with a Certificate in Participatory Planning, Monitoring, and Evaluation; Managing and Learning for Impact obtained in March 2012. He is an Associate Member of the Chartered Institute of Marketing of Nigeria (ACIMN) now National Institute of Marketing of Nigeria, a Senior Professional Member of the Institute of Information Management, Africa (SPIIMN), and Licentiate Member of the Nigeria Institute of Food Science and Technology (MNIFST). He had attended several on-the-job training within and outside the country with skill sets in Social work, Community Development, Capacity Building, Monitoring and Evaluation, and Project Management.
He joined the service of Lagos State Government in March 2000 as Agric. Planning Officer and served in various capacities at the Planning, Research and Statistics Department of the Ministry of Agriculture and Food Systems as well as the Planning, Monitoring and Evaluation Component of Lagos State Agricultural Development Authority. He was a member of the team that worked with Consultants of PricewaterhouseCoopers to develop Strategic Management Framework (Project Wheel) for Public Service delivery in Lagos State between 2008 and 2009. He became the Monitoring and Evaluation Officer of the Fadama III Project in August 2009 and rose to become the State Project Coordinator in 2016 till date.
As Fadama III Additional Financing Project Coordinator, he attracted and managed about N1.5b worth of FGN grants from the proceed of World Bank loans and State Government Contributions for enterprise and community Infrastructure development in Lagos State. The income of direct beneficiaries increased by 40% minimum with more than 10,000MT Rice contributed to the national food basket during the period. This had impacted strongly and positively on the lives, livelihood, and living standard of over 100,000 direct and indirect beneficiaries in the State and for this, he got an award of excellence for outstanding performance in Project Management and Community development from the National Fadama Coordination Office in 2018.

Mrs. Adenike Omolara Sodipo

Adenike Omolara Sodipo attended Surulere Baptist Primary School, Surulere, Lagos, and had her Secondary education at both Methodist Girls High School, Yaba, Lagos, and Federal Government Girls College, Bida, Niger State respectively. She is an HND Mass Communication graduate of Ogun State Polytechnic, Abeokuta (now Moshood Abiola Polytechnic).
She also holds Masters’s degree in Communication Studies and a Master’s in International Relations & Strategic Studies, both from Lagos State University, Ojo, Lagos. Adenike joined the service of Lagos State Government in April 2000 and has worked as Public Affairs Officer in various Ministries, Agencies and Parastatals and also worked in the Information Production Unit of the Ministry of Information & Strategy. She won the best staff Senior Category Award at the Ministry of Education in 2009. She is currently the Assistant Director (Public Affairs) in the Ministry of Agriculture and Food Systems.
Prior to joining the Lagos State Government, she had worked with both Laider International (W.A) Ltd, Lagos as Marketing/ Sales Executive, and Broyon Advertising Agency, Apapa as Media/ Creative Executive.
Adenike is a Media/ Public Relations Practitioner. She is an Associate Member of the Nigerian Institute of Public Relations and a Member, of the Nigerian Union of Journalists. She loves traveling, meeting people, and cooking.

Mrs. Oluranti Sagoe-Oviebo

Mrs. Oluranti Sagoe-Oviebo is the State Project Coordinator (SPC) of Lagos APPEALS project; a State funded and World Bank Assisted project under the Ministry of Agriculture and Food Systems with three thematic support area of ensuring Food Security, Promoting Export Potential and Livelihood Improvement to Farmers, Women & Youth and relevant Stakeholders.

She is a Results-oriented professional with over 22 years of work experience and a proven knowledge of aquaculture, leadership, organizational management and strategic decision making. She has a Bachelor of Science (B.S.) in Zoology from University of Jos; 1994 and Master Of Science (M.S.) In Fisheries from Bayero University, Kano; 1994

Mrs. Oluranti Sagoe-Oviebo started her career in Public Service in the year 2000 as Fisheries Subject Matter Specialist (SMS) with Lagos State Agricultural Development Authority (LSADA), Oko-Oba, Agege between May 2000 and February 2009 from where she was posted to Commercial Agriculture Development Project (CADP) as the Facilitator Aquaculture from December 2009 to December 2017. She is a pioneer officer of the Agri-business Department of the Lagos State Commercial Agriculture Development Project (CADP), working as the Head of the Distribution / Marketing Information Unit.

She was also served as an aquaculture facilitator between January 2009 and October 2009 at Lagos State Agriculture Youth Empowerment Scheme (AGRIC-YES), Lagos where she Established the demonstration of Fish farm for participants to have practical experience in aquaculture, trained participants (Youths) on best practices in aquaculture, conducted regular scheduled site visits to community households to promote development of fish farming systems and ensure adaptation to their ecological, social and economic realities.

Mrs Oluranti Sagoe-Oviebo single handedly popularized homestead fish farming using mobile fishponds, Facilitated and spearheaded the export of fish to the international markets in collaboration with relevant agencies, Alongside the APPEALS team; facilitated the support of 4853 farmers in the Aquaculture sector, led a team that supported and improved the livelihood of over 17,000 farmers with inputs, promoted several technologies that has improved the lives and productivity of farmers, contributed to the poultry industry through the introduction and establishment of egg powder into the market and in collaboration with African Rice, she developed a high yielding variety of Ofada rice, thereby increasing farmers’ profit and productivity.

Mrs Oluranti Sagoe-Oviebo is happily married and blessed with adorable children.

Engr. Busola Owoyomi Adewunmi

Engr. Owoyomi Busola Adewunmi was Born on November 21st, 1967, he attended St. Philip Primary School Ile Ife from 1973 to 1979 and later proceeded to St John Grammar School Ile Ife from 1979 to 1984 and the Obafemi Awolowo University Ile-Ife 1994 from where he bagged a B.Sc in Civil Engineering.
He was employed into the service of Lagos State Government on 25th Aug. 1997 and has worked in various MDAs such as the State Primary Education Board, now State Universal Basic Education Board (SUBEB), and the Ministry of the Environment. He later converted from the Engineering Cadre to the Procurement Cadre in 2012.
Engr Owoyomi assists the Ministry in ensuring Due Process according to Lagos State Public Procurement Law in the acquisition of its needs being Goods, Works, and services

Mrs. Monisola Abiona Olujimi (nee Komolafe) was born on 13th January 1973. She attended St. John’s Nursery & Primary School, Onipanu, Lagos. She proceeded to Mt. Carmel Convents School. Ebute-Metta. She attended Reagan Memorial Baptist Girls Secondary School, Sabo. Yaba. 1984-1989 where she obtained her West African School, Certificate.
In 1990, she enrolled at Yaba College of Technology, Yaba. Lagos obtained her Higher National Diploma (HND) and later proceeded for her Post Graduate Diploma at the Ladoke Akintola University of Technology in 2014.
She joined the Lagos State Civil Service in March 2000 and has worked in various Ministries. Presently deployed to Ministry of Agriculture and Food Systems with effect from September 2019.
She is a member of Computer Professional of Nigeria (CPN).

Mrs Folake Ogunlana-Lawal

Folake Ogunlana-Lawal began her career as a Fisheries Officer II with the Lagos State Agricultural Development Authority. She has risen to become a highly accomplished Development Communication Specialist with over 24 years of experience in the Agriculture Sector and has worked on World Bank Assisted projects for 15 years.
She is a graduate of Fisheries from Lagos State University (LASU); 1998, a Master’s Degree in Fisheries from the University of Lagos (UNILAG); 2002 and is currently running her second Master’s degree in Mass Communication from Babcock University. She holds a Post- Graduate Diploma in Public Relations and Advertising; 2011 at the Nigeria Institute of Journalism (NIJ); and has participated extensively in various courses, conferences, and workshops to stay current with industry trends and best practices.
Folake Ogunlana-Lawal’s quest for global best practises and professional development includes an Intensive Communications & Public Relations course from the International School of Communication in London, United Kingdom; Leadership and Communications training from University of Northampton in Leicester, United kingdom amongst others.
Throughout her career, Folake has excelled in designing and implementing strategic communication initiatives that drive social and economic development. Her expertise encompasses active listening, interpersonal communication, knowledge sharing, emotional intelligence, presentation, conflict resolution, mediation, non-verbal communication, cultural awareness, digital literacy, adaptability, dependability, and open-mindedness.
